Petersburg, formerly of Sarasota, died Goodwill's halfway house plans are defeated By PAUL HEATON Times Staff Writer CLEARWATER Vocal residents of the Snug Harbor neighborhood south of Gandy Boulevard helped thwart plans Wednesday to open a halfway house in their neighborhood. Goodwill Industries-Suncoast had hoped to open a 42-bed house in the Sahara Motel at 10910 Gandy Blvd. for use as a halfway house for former federal prison inmates. The Pinellas County Board of Adjustment, citing concerns that the house might be expanded later, denied a request that would have allowed the halfway house to open. Goodwill had hoped to lease and possibly purchase the motel which still is open from Norman W.

Bond. Debbie Passerini, vice president of human services for Goodwill, said her organization had no intention of expanding the halfway house. Goodwill's general offices are less than one-half mile from the proposed site of the motel, and the nearness made the property desirable, she said. The homes called adult congregate living facilities (ACLFs) were approved Wednesday by the county's Board of Adjustment, which is responsible for variances in land zoning.

In Seminole, permission was given for Mary Anne Miles to house up to four people in her group home at 9216 90th St. N. Area residents had presented a petition opposing the facility, saying they thought it was purchased to be a single-family residence. Permission also was granted for two North Pinellas group homes to house more people. William Brunelli received approval to allow four more people into his group home at 346 Ranch Road in East Lake.

Residents near there said they did not object to the home, which currently has four residents, but said they didn't want too many people living there. The largest of the requests was to double the number of people allowed in a group home at 2730 Curlew Road.
